A few years back, Cathy Marshall and Frank Shipman wrote a classic paper, Formality Considered Harmful, that explains why so many knowledge engineering and Knowledge Management projects start off so filled with hope and end in tattered neglect. It's a good time to revisit it. (The pdf is here)
